Zopa Becomes First UK Bank to Roll Out Regulatory-Approved ‘Targeted Support’ for Retail Investors
3 min read

British digital bank Zopa, serving more than 2 million retail clients, has launched a targeted support framework for its wealth products, becoming the first bank in the UK to secure regulatory approval for this intermediate model.

The initiative bridges a longstanding structural divide in UK consumer finance: the gap between generic financial education and fully bespoke, regulated wealth advisory services.

Unlocking Excess Cash Reserves Through Guided Onboarding

Industry figures indicate that roughly 15 million UK adults hold excess cash reserves in low-yielding deposit accounts rather than putting capital to work in diversified markets. Much of this hesitation stems from decision fatigue, unfamiliarity with asset classes, and risk uncertainty.

Zopa’s targeted support mechanism aims to lower this threshold through a guided digital journey:

  • Assessment Questionnaire: During onboarding, users complete a nine-question assessment evaluating risk tolerance, market outlook, decision-making confidence, and capacity for loss.

  • Profile-Matched Recommendations: Drawing on the user's responses alongside behavioral data from similar investor profiles, the engine suggests a fund suited to their personal profile.

  • Low Barrier to Entry: Retail users can activate a portfolio in minutes with a minimum opening commitment of just £1.

  • Curated Asset Management: Portfolios are managed by global asset manager Invesco (over $2 trillion in assets under management) via two core funds—Balanced and Bold—delivering historical average annual returns of 5.86% and 10.47% respectively.

  • API-First Execution: Fund distribution, account custody, and fractional order handling are powered by European investment infrastructure provider Upvest.

Structural Evolution in Digital Wealth Management

The UK Financial Conduct Authority’s broader efforts to clarify the "advice-guidance boundary" have accelerated attempts by challenger banks to offer actionable direction without incurring full advisory liability. By creating a compliant recommendation pathway, digital platforms can support customer retention while capturing a larger share of wallet.

For firms exploring corporate expansion or assessing strategic assets in this regulatory climate, licensed fintech marketplaces serve as an avenue to explore business acquisitions, broker-dealer registrations, and regulatory permissions across the European and UK financial sectors.

“We’ve seen a persistent gap between people’s intention to invest and their confidence to take that first step, even when they have meaningful cash savings,” said Merve Ferrero, Chief Strategy Officer at Zopa Bank. “Too many consumers are unsure whether investing is right for them, whether they can make good decisions, or how much risk they should take. Our targeted support service is designed to close that gap, giving first-time investors the confidence and clarity to get started and make their money work harder — with greater peace of mind.”

Continued Financial Growth

The expansion into guided investments follows solid commercial performance for Zopa, which recently recorded its third consecutive year of profitability with £65 million in pre-tax profits for FY2025. Voted the UK's Best App for 2026 at the British Bank Awards, the institution continues to build out a unified retail product suite spanning unsecured lending, savings, day-to-day accounts, and now wealth creation.
